Wheel spacer stuck on truck

I'm removing 80s Santa Cruz bullet wheels that have 2 bearings and a wheel spacer in between the bearings. The spacer won't come off of the truck, was it possibly clamped onto the truck to prevent wheel movement?

i say take a chisel or something and keep hitting it or grab some plyers
